The Ventura County CAP includes goals to reduce communitywide greenhouse gas emissions to 41 percent below 2015 levels by 2030 and 80 percent below 2015 levels by 2050, and help the County prepare for the impacts of climate change. It includes 81 implementation programs, for which responsibility has been assigned to seven County agencies (the CAP Team), under the overall leadership and coordination of the County Executive Office. The implementation programs are generally described at a high level of detail in the General Plan. Information regarding the method, timing, and approach to implementation has not yet been identified in many cases. In some instances, it may be necessary to perform studies to identify implementation details, such as funding sources, program structures, and partnering agencies and organizations.
Noting this, Ascent is assisting Ventura County with a CAP Implementation Plan that organizes all the climate-related General Plan implementation programs into a detailed plan of action that identifies specific implementation, monitoring, and reporting steps to be taken by the CAP Team and the County Executive Office. Steps include procedures and protocols that the Executive Office and other CAP Team agencies will follow during the ongoing process of CAP implementation, monitoring, and reporting and guidance to ensure that appropriate community engagement techniques are used consistently by all County agencies and staff with roles and responsibilities in CAP implementation.
