Bay Area Air District CEQA Guidelines and Thresholds

Ascent conducted scientific research and analyses and developed methodologies for the update of the Bay Area Air District’s CEQA guidance, Assessing the Air Quality Impacts of Projects and Plans. The effort included updating CEQA thresholds of significance for all air quality impact areas that are supported by evidence and account for the emissions inventory and emissions projections for the air basin, as well as the Air District’s associated air quality attainment planning efforts. Tasks included formulation of new thresholds of significance for emissions of criteria air pollutants and GHGs associated with the construction and operation of proposed land use development. The update focused on the development of quantitative thresholds and methodologies that are straightforward, practical, consistently applied, substantiated by evidence, and consistent with legislation.

Ascent continued to provide CEQA expertise to assist Air District staff in updating the District’s existing CEQA Air Quality Guidelines. These guidelines serve as a tool by which local jurisdictions will evaluate impact analysis methodologies, significance thresholds, and mitigation strategies. Ascent staff provided technical support in the revision of these guidelines based on current scientific knowledge, local and regional air quality standards, and federal and state law since the previous release of the guidelines.
